Three years after Ohio law became breed-neutral, some dog owners still face sizable hurdles because of their pets’ breeds.

One of the largest obstacles is insurance. It is common practice in Ohio for insurance companies to maintain a list of breeds they consider high-risk and handle differently from others.

Homeowners Insurance

A Connecticut lawmaker wants to make it illegal for insurance companies to inquire about or discriminate against a specific breed of dog when issuing a homeowners insurance policy, but industry advocates say such a law would only make all homeowners insurance policies in Connecticut more expensive.

"Some of you can remember the day when it wasn’t pit bulls," King earlier testified. "It was German Shepherds. They were associated with World War II and Germans and being attack dogs. That went out of style. Then it became Dobermans and Rottweilers. They were the stigmatized breed. Now it’s pit bulls."

For example, South Jordan — the major opponent to the new law — had passed a ban on pit bulls after a 1997 attack on a girl who was walking home.

Like clockwork each summer, children and elderly people become victims of attacks by dogs running at large. Sometimes, people enter a dog’‍s territory and are bitten.

The Centers for Disease Control and Prevention report that about 4.5 million people are bitten by dogs each year. Medical attention is required for 885,000 people; children account for half of those injuries.

SAN ANTONIO — Monica Ramos was having renovations done on her home. She has three dogs: a lab, a pit bull and a Yorkie. The lab is the dominant dog in the home, she says. Her contractor, however, asked her to confine her pit bull because they found her “intimidating.”
